How do I crop an image to a specific pixel size?

Does cropping reduce image quality?

Cropping itself does not reduce quality, it just removes pixels outside the selected region. The remaining pixels are unchanged. Quality only changes if you also scale the crop region to a different size (e.g. cropping a small region and enlarging it).
